The Cover block is a block that’s already built into WordPress.
By default, WordPress adds a semi-transparent overlay on top of the image, but we find that this is often not enough to ensure accessible contrast between your text and the image.
We recommend removing the overlay and adding a group with a background color to ensure your content is readable and looks great.
